Everyone probably has their own reasons for being at the lake. For Lan Xichen, working in the forge tends to lead to overheating (especially when he's been fighting off certain stress levels) and the nearby water provides a good way to politely cool off. Maybe you met him on his way and decided to join in or maybe you were already there. After several days this becomes a regular pattern of work followed by an afternoon soak, so it's possibly just a nice diversion when things are a bit too much to handle.
Whether it is swimming, meditating, having a snack, or just enjoying the fresh air along the bank, there are plenty of ways to share time with friends. The only possible warning will come from Lan Xichen himself if it looks like an argument is brewing--he will intervene. He came explicitly for some quiet time, so if anyone starts a fight, they'll probably have a half-naked Lan there to break them up. Maybe that's your thing.

[He makes a vague handwavy gesture back towards the city to make it a bit clearer that he's talking about the vanishingly rare motor vehicles that a few of the rich people in the city drive and almost nobody else. He hasn't seen many of them, but considering the location of the Haven, he's spent enough time around the Aristocratic District to know that they do exist here.]

Yeah. Surfing's probably the bigger of the two, but wakeboarding can get really intense too if you throw in some ramps and stuff.
[Because clearly riding a board attached to the back of a speeding boat isn't a bad enough idea, you need to throw in ramps and various other things. Otherwise, is it truly bad enough of an idea to be dubbed a sport.]

[He knows enough about them to know that the shape and dynamics are important and those plus exact construction differ slightly by material, but he absolutely does not know enough to instruct someone on how to make a wooden board. Especially considering he typically uses the modern foam-and-fiberglass type, which is constructed differently.]
Also, I'd probably have to go out into the Wilde to get far enough from the harbour to not get hit by a boat, so that's a problem too.
