In his world, you could say humans are the apex species on the planet... thanks partly to them sealing monsters away. But even among monsters, those with really strong souls tend to be more powerful magically, and find themselves in positions of authority. He assumes the Lorwyn Elves are the 'apex' for similar reasons.
"Even if they're not the tallest or toughest... With strong magic, and horn headaches, I bet they butt heads a lot."
He says it sympathetically, with a hand idly brushing back along his skull to help himself imagine having horns. Something protruding from his skull, catching on clothes and banging on doorways... He hadn't considered this particular benefit to the werewolf change - that won't happen to him. What a relief.
