While actually finding Morgana and her dragon is not possible at this time, Yako's tracking and divination will ping around the city. It does return to the Coven regularly - she spends a lot of time there, after all! The NPCs will say that she's likely busy working, but speak highly of her, saying that she comes from a long line of a well-respected Witch family. The most they say about the dragon is that Morgana very impressively subdued and collared it herself.
