The wall seems very effective, with no visible signs of infection in the City! It doesn't have quite the same enchantment that the Aefenglom wall does, and characters can tell that just from feeling (it's a lot of magic, it'd be hard not to be able to tell the difference between the two), but it serves the same purpose. There's a foreboding feeling coming from the wall, and with investigation, characters practiced in magic will be able to tell: the compulsion charm for Monsters has been enchanted into the walls surrounding the city, providing a two-fold form of protection (as far as Dorchacht is concerned).
The policy toward signs of Cwyld infection is to kill the infected if they are over 25% infected. Under that rate, they will attempt treatment. Above, they consider you a lost cause. Sympathizers are swept under the rug, and the most zealous of Dorchact citizens will kill themselves at the first sign of infection and be considered noble martyrs.
