Inside cities, yes. They're more of a rural animal, something you find on farms or in places specifically for horses, like race tracks.

Though really, you don't find too many animals naturally inside of cities. Birds are most common. [Like crows!] Or stray cats. Cities are more or less sectioned off from the rest of the world in some ways.
